Insurance Exam Qualifications

In order to qualify to sit for your Series 16-01 Life insurance, the Series 16-02 Accident & Health, or the Series 16-03 Life, Accident & Health Pennsylvania insurance exam, the following must occur:
  • Successfully complete a 24 hour approved insurance course for that respective license, such as those provide by National Online Insurance School. Provider ID# 84660

  • Complete an online application for your insurance license and submit appropriate fees

  • Be a natural person at least 18 years of age

  • Be a resident of the state of Pennsylvania

  • Be a United States citizen or legal alien who possesses a work authorization from the United States Immigration and Naturalization Services

  • Not committed an act that is a ground for denial, suspension, or revocation of an insurance license

  • Be fingerprinted at one of the Department's fingerprint sites

  • If licensed in another state within three years, provide a Letter of Clearance
Who is Exempt from the Insurance Exam?

- A candidate who possesses the Professional Designation CLU-Chartered Life Underwriter applying for Life or Accident and Health Line;

- A candidate who has the Professional Designation CPCU-Chartered Property and Casualty Underwriter applying for Property, Casualty or Accident and Health Line of Authority;

- A candidate who has the Professional Designation CIC-Certified Insurance Counselor applying for Life, Accident and Health or Property and Casualty Line of Authority.

Basic Steps to Obtain an Insurance License

  1. Successfully complete a 24 hour approved insurance course for Life, Accident & Health, or Life, Accident & Health, such as the courses offered by National Online Insurance School

  2. Upon successfully completing the pre-licensing course, you can schedule your Pennsylvania insurance exam online at Prometric. Once there, click on the Start button under "Schedule your test". First time users must create a login account, which will then allow you to schedule your exam location, date and time. Appointments for examinations can also be made via phone toll-free at 1-800-715-2418. When registering for an initial insurance examination, you must select the option to pay the fingerprinting service fee ($19). Once your exam has been scheduled, you must bring a copy of your pre-licensing certificate of completion and a valid form of identification with you to the testing center. It is also strongly recommended that you bring a credit card with you (Visa, AMEX or MasterCard) since you will be able to apply for your license at the testing center through Sircon once you pass your insurance exam.

  3. Once you have passed your exam, you are then eligible to apply for your producer license. You should apply electronically through Sircon to expedite the licensing process. You will be given the opportunity to submit your online application ($55) as well as complete your electronic fingerprints ($39) at the testing center upon successful completion of your state exam. You must provide a copy of your passing state exam score in order to be fingerprinted. Fingerprinting can be done at any of the Prometric testing centers in Pennsylvania.
- Additional licensing requirements and protocols can be obtained from Prometric or directly from the Pennsylvania Department of Insurance.

Expected Licensing Costs:

- $68.99 Exam Fee – This is the cost to register for your Pennsylvania insurance exam and includes Prometric’s fingerprint processing fee. The fingerprint fee below is the cost for the completion of Live Scan fingerprints.

- $55 Application Fee – It is recommended that you bring a credit card with you (Visa, AMEX or MasterCard) to the testing center since you will be able to complete your application upon passing your state exam.

- $39.00 Fingerprint Fee

Helpful Hints to Licensure

  • If English is not your primary language, you may qualify for additional time for your test by requesting an ESL Authorization from Prometric.

    Please include:
      - A personal letter requesting the authorization; and
      - A letter from your English instructor or sponsoring company (on company letterhead), certifying that English is not your primary language.

  • If you have any background issues regarding law enforcement records, you will want to obtain the following paperwork from the court clerk’s office in the county it occurred, and mail it to the Pennsylvania Department of Insurance upon completion of your online application.
