Texas Insurance CE Requirements

Maintaining your Texas insurance license requires completing state-approved continuing education requirements on time and in full. Texas insurance continuing education (CE) requirements require most resident producers to complete 24 hours of approved continuing education every 2 years.

Texas License Renewal Cycle

Texas insurance licenses must be renewed every two years. The renewal deadline is the last day of your birth month. Continuing education requirements must be completed and reported before submitting your renewal application.

Continuing Education Hour Requirements

Texas resident insurance producers, including life and health agents, must complete 24 hours of approved continuing education during each two-year license term.

  • Total Hours Required: 24 hours every 2 years
  • Ethics Requirement: Minimum 3 hours
  • Classroom-Equivalent Requirement: At least 12 hours must be completed as classroom or classroom-equivalent (CLEQ) courses

Courses may be taken in any line of authority unless required for a specific product certification.

Product-Specific Training Requirements

Agents who sell certain insurance products must complete additional state-mandated training before engaging in those sales activities.

  • Annuity Training: 4-hour initial best interest course prior to selling annuities, followed by 8 hours of annuity-related CE during each license term.
  • Long-Term Care (LTC): 8-hour initial training before selling LTC products, followed by 4 hours of ongoing training each renewal period
  • Flood Insurance (NFIP): 3-hour one-time training prior to selling flood insurance.

Course Completion Rules and Restrictions

Texas continuing education courses are offered in two primary formats: self-study and classroom or classroom-equivalent (CLEQ) courses. Each format has different participation requirements established by the Texas Department of Insurance.

Self-Study Courses

  • Students must complete all course material and spend a minimum amount of time in the course equivalent to the approved credit hours before the final exam will be accessible.
  • Self-study exams are open-book.
  • A minimum passing score of 70% is required on the final exam.
  • If the exam is not passed on the first attempt, students may retake it an unlimited number of times.

Classroom Equivalent (CLEQ) Courses

  • Courses include periodic interactive quizzes throughout the material.
  • A minimum passing score of 70% is required on each quiz.
  • CLEQ courses do not require passing a course final exam.
  • Participation and interaction requirements replace traditional seat-time tracking for CLEQ courses.

These participation requirements are mandated by the Texas Department of Insurance.

  • Continuing education hours must be completed before submitting your license renewal application.
  • Courses may not be repeated more than once during the same license term for credit.
  • Excess CE hours cannot be carried forward to the next renewal period.

CE Reporting and Compliance Process

We report course completions electronically to the Texas Department of Insurance through the Sircon reporting system the same day a student successfully completes the course final exam and satisfies all state participation requirements.

The Texas Department of Insurance requires a state reporting fee of $1.30 per credit hour.

Failure to complete required continuing education hours may result in administrative fines of up to $50 per missing credit hour, with a maximum penalty of $500 per license, and may delay license renewal until compliance is achieved.

Non-Resident License Requirements

Non-resident agents who are in good standing in their home state are generally considered compliant with Texas continuing education requirements and may be exempt from completing Texas CE hours. However, product-specific training requirements may still apply depending on the line of business and activities performed in Texas.

Continuing Education Exemptions

Some licensees may qualify for exemption from continuing education requirements.

  • Agents licensed continuously in Texas for 20 years or more with no breaks longer than 90 days may apply for an exemption.
  • Exemptions or extensions may be granted by the Texas Department of Insurance for good cause.
  • Even when exempt from general CE, agents may still be required to complete product-specific certification training if they sell certain products.

Recordkeeping Requirements

Agents should maintain copies of continuing education completion certificates for at least four years from the date of completion in case of audit or verification by the Texas Department of Insurance.
