Pennsylvania insurance continuing education (CE) requirements require most resident producers to complete 24 hours of approved continuing education every 2 years.

Pennsylvania License Renewal Cycle

Pennsylvania insurance licenses must be renewed every two years. The renewal deadline is the last day of your birth month. Continuing education requirements must be completed and reported before submitting your renewal application.

Continuing Education Hour Requirements

Pennsylvania resident insurance producers must complete 24 hours of approved continuing education during each two-year license term.

Product-Specific Training Requirements

Agents who sell certain insurance products must complete additional state-mandated training before engaging in those sales activities.

  • Annuity Training: Producers must complete a one-time 4-hour Annuity Best Interest training course before selling annuity products.
  • Long-Term Care (LTC): 8-hour initial training before selling LTC products, followed by 4 hours of ongoing training during each renewal period.
  • Flood Insurance (NFIP): Producers must complete a one-time 3-hour NFIP flood certification course before selling flood insurance policies.

Course Completion Rules and Restrictions

The following rules apply to Pennsylvania CE completion and credit.

Self-Study Course Completion

  • Students should complete all course material before attempting the final exam.
  • A minimum passing score of 70% is required on the final exam.
  • If the final exam is not passed on the first attempt, unlimited retakes are permitted.

Line of Authority Restrictions

  • Courses may be taken in any line of authority unless a specific product training course is required.

Course Repetition

  • A course cannot be repeated during the same renewal period for credit.

Carryover

  • Excess CE hours may be carried forward to the next renewal period up to a maximum of 24 hours.

CE Reporting and Compliance Process

Continuing education providers report course completions electronically to the Pennsylvania Insurance Department through the Sircon reporting system.

The state requires course completions to be reported within 10 days of successful course completion.

Pennsylvania requires a $5.00 reporting fee per course.

Non-Resident License Requirements

Non-resident agents are generally exempt from Pennsylvania continuing education requirements if they are in good standing and compliant with the continuing education requirements in their home state.

Continuing Education Exemptions

Some licensees may qualify for exemption from Pennsylvania continuing education requirements.

  • Individuals licensed continuously since December 31, 1970, unless an additional line of authority was added after that date.
  • Individuals exempted by the Insurance Commissioner due to hardship or good cause such as disability or medical condition.
  • Individuals whose only line of authority is a restricted line.
  • Individuals licensed under the Fraternal Benefit Societies Code whose appointments are limited to fraternal benefit societies.

Recordkeeping Requirements

Pennsylvania insurance licensees should maintain copies of continuing education completion certificates for at least six years in case of audit or verification by the Pennsylvania Insurance Department.
