Florida Insurance CE Requirements

Maintaining your Florida insurance license requires completing state-approved continuing education requirements on time and in full. Florida insurance continuing education (CE) requirements require most resident producers to complete 24 hours of approved continuing education every 2 years.

CE Requirements Overview

  • Renewal Period: Every 2 years on the last day of your birth month
  • Total CE Required: 24 hours if license held less than 6 years
  • Total CE Required: 20 hours if license held more than 6 years
  • Ethics Requirement: 4 hours minimum
  • Credit Carryover: 24 hours
  • Reporting: Electronic submission to the Florida Department of Financial Services

Florida License Renewal Cycle

Florida insurance agent licenses are perpetual (no renewal application is required) as long as the licensee is properly appointed. Continuing education (CE) compliance is still required based on the licensee's compliance period.

CE compliance deadline: The last day of the licensee's birth month, every 2 years.

The license will expire if it goes 48 months without an appointment. Failure to complete CE may result in cancellation of an appointment, which can ultimately lead to license expiration.

Continuing Education Hour Requirements

Florida CE hour requirements depend on license type and how long the licensee has been licensed.

  • Producers licensed LESS than 6 years: 24 CE hours total, including 4 hours of Law & Ethics
  • Producers licensed 6+ years: 20 CE hours total, including 4 hours of Law & Ethics

Product-Specific Training Requirements

Agents who sell certain insurance products must complete additional state-mandated training before engaging in those sales activities.

  • Annuity Best Interest Training: 4 hours, one-time. A 4-hour Annuity Suitability and Best Interest Standards course must be completed prior to selling annuity products. Residents and non-residents who have completed training including the NAIC Best Interest Standards in another state with laws similar to Florida law are deemed compliant.
  • Long-Term Care (LTC) Training: 8-hour initial (one-time) training required prior to selling LTC products, plus 4-hour ongoing training required every 24 months after the initial training. Residents and non-residents who satisfy similar-state training requirements are compliant.

Course Completion Rules and Restrictions

The following rules apply to Florida CE completion and credit.

Self-Study Course Completion

  • Students must complete all course material before the final exam will be accessible.
  • A minimum passing score of 70% is required on the final exam.
  • If the final exam is not passed on the first attempt, unlimited retakes are permitted.

Line of Authority Restrictions

  • The 4-hour Law & Ethics course must be approved for the license type held. If licensed in more than one line, only one 4-hour course must be completed.
  • Elective courses may be completed in any line of authority.

Course Repetition

  • The same course cannot be repeated for credit within 2 years of the original course completion date.

Carryover

  • Up to 24 hours of elective credit may be carried over to the next renewal period.
  • Excess Law and Ethics credit hours will carry over to the next renewal period as Law and Ethics CE only if all elective CE for the current renewal period has been met. If not, the excess hours count as elective CE for the current compliance period.

CE Reporting and Compliance Process

Course completions are reported electronically to the Florida Department of Financial Services the same day a student successfully completes the course final exam and satisfies all state participation requirements.

Licensees should verify compliance status and CE transcript through the state system and ensure all requirements are met by the compliance deadline.

Non-Resident License Requirements

Non-resident agents who are in good standing in their home state are generally considered compliant with Florida continuing education requirements and may be exempt from completing Florida CE hours. However, product-specific training requirements may still apply depending on the line of business and activities performed in Florida.

Recordkeeping Requirements

Agents should maintain copies of continuing education completion certificates for at least two years from the date of completion in case of audit or verification by the Florida Department of Financial Services.
